The Dol Amroth City Watch Faction is in Western Gondor specifically in the city of Dol Amroth and is a collection of several small District factions.
Upon reaching level 100 players will receive a summons from Beriaudur, head of the City Guard of Dol Amroth. He has heard of their travails through Western Gondor and wants to see if they are interested in joining the watch. The city of Dol Amroth is broken into eight districts, each focusing on a different important building. Only once a watch-man has earned the trust of the residents of a district, are they allowed to patrol and be responsible for that section of the city.
The people of Dol Amroth have much that needs to be done and each day players can aid them in their tasks. These tasks range from threats in the Paths of the Dead, to corsair camps on an island, to a 3-man instance, to fishing, and more. Two of these sections, the Paths of the Dead and the caves and tunnels beneath Caverns of Emyn Ernil need to be cooperatively unlocked by each server before any trust may be earned with some of the districts.
Upon completing the starter quest, Beriaudur will ask the players if they wish to join the watch-men in some training exercises. Returning from these exercises, they discover corsairs have snuck into the city under cover of night. Players are able to select which district you wish to free, based on those they have earned the trust of, and together with the watch they may attempt to retake the city. This is an instance that can be done once daily.
Upon completing a quest players will be rewarded with tokens. Using the token will provide reputation for a district, or the tokens can also be bartered for armour, essences, and housing rewards. The tokens may also be freely traded with other characters.

There are 8 district faction reputations each with a low max reputation (10,000 rep, Acquaintance level only)

Library - Reputation is granted "automagically." I.e. the first four quests you do give you tokens that will fill your Dol Amroth - Library Reputation bar fully to Acquaintance.
This unlocks the daily quests available from all faction representatives OUTSIDE the Training Exercise. (Except Mason and Swan-knights, see below.)
Great Hall, Armoury - Reputation tokens for these districts are worth 500 reputation each.
These districts are relatively easy to unlock as they require only 20 tokens (10 if you use reputation acceleration) for maxed reputation.
If you use the double reputation bonus and do all four quests for one district, you can unlock one of these districts on the first day.
Bank - Reputation tokens for these districts are worth 500 reputation each.
Tarlang's Crown quests - all four quests require a full six person Fellowship.
Warehouse - Reputation tokens for these districts are worth 500 reputation each.
Tol Anduial - is a Private three person Instance, one quest is given outside, and three more quests inside the instance.
Note: If you have already logged three or more other quests, you will NOT be given all three additional quests in the Instance!
These turn-ins are separate counters, one for each reputation faction.
8,000 unlocks the caves of Emyn Ernil. Which is necessary for the Mason's faction quests. Unlocked 23 August 2014.
12,000 unlocks the tunnels in the Paths of the Dead. Which is necessary for the Swan-knights' faction quests.
You can complete or have under way in your quest log, a total of six quests every day, until the 3:00 a.m. server time reset.
Each quest displays the following warning:
This quest is in the West Gondor: Dol Amroth category: You are currently under way on or have completed 0 / 6 quests in this category today.
Once you complete a quest it goes on cooldown until the reset on Monday at 3:00 a.m. server time or Thursday at 3:00 a.m. server time
Pattern (Sequence) for the Training Exercise
On reaching level 100 you will receive a quest to talk to Beriaudur.
Once you talk to Beriaudur you will be directed to talk with Tolrían, the Library faction representative.
She will give you 4 quests to complete. (Even though her regular quests are exactly the same, they will not count towards the Library City Watch deed, except for reaching Acquaintance standing with the Library.)
Once you complete each quest you will be awarded a Library Token worth 2.5k Reputation for the Library Faction of Dol Amroth.
Using these tokens will not use up any reputation acceleration.
The Library tokens you receive from the four quests will max out your reputation with the Library Faction of Dol Amroth (Acquaintance level).
Now you have to talk to Beriaudur again and enter what is known as the Training Exercise.
This is a daily instance, which resets at 3:00 a.m. server time.
When you go into the "Training Exercise" instance for your first time, Library will be the only district you can assist.
Inside the "Training Exercise" instance you need to again talk to Tolrian of the Library faction. (Or, once you have gained Acquaintance standing with another faction, you could assist the other faction by talking to its NPC.)
The faction representative will bestow three quests to be completed.
(On your first visit, all other faction representatives will tell you: 'You need to earn more reputation with the Dol Amroth <faction> before you can join my unit.' )
Once you've talked to Tolrian and then Beriaudur one last time all the NPCs will run off to the south western gate (Docks area).
At this point, you are in the grassy area between the two gates of Dol Amroth. You need to make you way through one of the two gates to support your particular district.
You will have 3 quests bestowed upon you that you will need to complete. These quests will award you a Gold Token and a Library Box for each quest.
Once you have completed the quests," to leave the instance you must use "Leave Instance" by right clicking on your portrait. This is the only way out of the instance other than using a Return To or Milestone skill.
Now you have the Dol Amroth "Dailies" unlocked to run.
You can revisit Beriaudur and select another Faction to participate with once you have reached Acquaintance standing with that Faction.
In order to finish the Dol Amroth - City Watch - Library Deed (which you need in order to buy various goods from vendors), you must go back to Tolrian and redo the 4 landscape quests she offers you.
You can use Dol Amroth Quartermaster (Pets & Currency Exchange) to gain access to other faction tokens and gain reputation. You can also take up to 6 quests from any faction and gain reputation through the landscape quests. Be sure to look at the quest type, some of them are meant to be run as a group.
Notice: There is no exit to the Training Exercise Instance. To leave you must Right Click your Portrait and use Leave Instance.
WARNING : If you leave the Training Exercise Instance before you have completed all of the quests the Training Exercise will go on cooldown for that day!
Complete district quests for district tokens.
The Training Exercise quests are not available until after reaching max reputation (10,000 rep, Acquaintance level only) by completing the other City Watch quests.
Max of 6 quests per day outside the Training Exercise
Numerous Barterers can be found in the city of Dol Amroth, at the Court of the Fount.
To barter for pieces of your class' Armour from your Quartermaster (Armour Barter) NPCs located in the Court of the Fount in Dol Amroth, requires that the DEED corresponding to the required Faction Token has been completed.
These deeds require that in addition to achieving Acquaintance Reputation with that faction, you complete all 10 or 14 quests associated with a particular faction.
Six of these are quests available outside of the Training Instances and 4 within. All quests are not available all the time, but are provided on a random basis.
Warehouse District Faction - Dol Amroth uses one giant warehouse to store all food and goods that come in from the port and surrounding countryside. The Warehouse is located on the Wharf [75.8S, 69.7W]
