This quest is automatically bestowed when you select the Library in the instance Retaking Dol Amroth Kill the 38.5K vandals next to the water fountains - note that they always pull three. The statues are actually the fountains OUTSIDE the entrance to the great hall staircase, not in the Library! - each fountain has (3) 38K corsair vandal mobs.
