Movement Speed Modifier Skills

Many skills affect the Movement Speed of either players or monsters. The minimum speed enemies can have is 50%, and the minimum rating players can have is 0%. Note that most Boss enemies are immune to movement speed reduction. Movement speed increasing effects on players DO NOT stack; the largest movement speed buff will take precedent over the others.

Movement Speed Reduction

The following skills reduce the movement speed of enemy targets:

Champion  Champion's Duel 1 -10-50% Potency increases over time
 Hamstring 1 -30%
 True Heroics 20+ -50% Requires specialization in The Deadly Storm
Guardian  Engage
 Stagger
 Cataclysmic Shout
1* -25-37.5%  Bastion of Light allows damaging skills to spread this debuff to nearby enemies
Hunter  Barbed Arrow 1 -10-30% Requires trait  Hindering Shot
 Low Cut 5+ -50%
 Piercing Arrow 1 -30%
Lore-master  Staff Sweep
 Wizard's Frost
 Gust of Wind
 Staff Strike
Variable -50% Requires trait  Master of the Elements; applied by Frost skills immediately following Lightning skills
 Wizard's Frost 1* -30% Briefly targets 10+ enemies after using  Retribution or consuming a stack of  Ancient Master
 Sticky Tar Hotspot -50% Effect applied to all within the ground hotspot
 Harrying Strike 1 -40%  Minor Pet Command when Eagle Pet is active
Mariner  Breath of Fire 7+ -50% Requires 7+ aftward attunement
Minstrel  Cry of the Wizards 8+ -30%
Rune-keeper  Chilling Rhetoric 1 -50% Effect broken on incoming damage
 Shocking Words 5+ -50% Applied when consuming a stack of  Concession and Rebuttal
 Fulgurite Runestone Aura -10-50% Effect applied to enemies near the Runestone
Warden  Hampering Javelin 1 -30%

Entering Stealth reduces your movement speed, except for  Hide in Plain Sight, which is the exception. A Guardian using  Shield Wall receives -10% Run Speed while the skill is toggled. If a Mariner is aftward balanced for too long,  Extremely Aftward reduces their run speed by up to 50%.

Movement Speed Increase

The following skills increase the movement speed of friendly targets:

 Virtuous Charge Self +50-61% Replaces  Charge when  Virtuous Charge is traited
Hunter  Cry of the Hunter Self +20-30%
 Fleetness Self +35%
 Press Onward Self +15%
Lore-master  Wizard's Spark
 Lightning Strike
Self +35% Applied when consuming a  Flanked! effect
Mariner  Disengage Self +30-50% Increased potency when used immediately after  Dodge
 Shanty: Fore with Haste Self +1-20% Potency increases over time
 En Garde Self +5-20% Additionally applied upon entering the  Steadied state
 The South Wind Raid +10-35%
Minstrel  Call of the Second Age Fellowship +10%
Warden  Careful Step Self +50-116% Effect is consumed when using any skill
 Ambush Self +50-72%

The following skills passively increase your movement speed out-of-combat only:
