Effects
Using this skill summons a Fulgarite Rune-stone on the ground that damages nearby enemies every 3s for 9s (4 times total), with every hit applying 
Stunned to affected enemies for 3 seconds.
Trait Interactions

Statically Charged in the Solitary Thunder trait tree makes this skill apply Statically Charged to all nearby enemies, increases the damage of the Runestone by up to 30%, and makes the skill ground targeted at max rank. Further ranks improve the potency of Statically Charged by up to 40%.
Tracery Interactions
- Rune-stone Healing & Damage increases the damage of this skill by up to 38.5%.
Tactical Information
The Fulgurite Runestone does not deal significant damage at level cap. The Volcanic Runestone is a stronger runestone for damage. However, Fulgurite Runestone is a good crowd control skill, and is effective in PvP and in a lot of Fellowship content.
