- Chill of Winter Duration & Critical Vulnerability increases the duration of Chilling Rhetoric by up to 11 seconds.
- Chilling Rhetoric Cooldown decreases the cooldown of this skill by up to 5.5s.
- Target Chill of Winter Resist Chance decreases the resist chance of this skill by up to 5.5%.
Tactical Information
Chilling Rhetoric's primary use is its slow. However, once damaged, the slow will be removed from the target. This skill is most widely used in PvP.
