Effect Information

Using the skill  Concession and Rebuttal applies this effect to the Rune-keeper at 5 stacks. After each use of one of  Epic Conclusion,  Shocking Words,  Sustaining Bolt or  Writ of Lightning, the effect tiers down, and is removed altogether upon the fifth empowered skill use.
