This location is within the Fornost: Wraith of Water instance, found straight north of the entrance to the instance, past the pens and the islets of the silencing water, in the north-western corner of Fornost. This tower is often called "the First Tower" as it is the first tower with a required boss who drops a "Morgul-hilt" for completing a quest.
