Forge-master
Description
A Forge-master can reforge and rename Legendary Items.
Every five character levels, a Legendary item can be reforged at a forge-master, raising its item level, DPS (or Tactical Damage Rating, Tactical Healing Rating, or Incoming Healing Rating depending on the item), and sometimes unlocking additional Tracery slots. This is also your opportunity to rename your Legendary item.
Old Services
Prior to Update 30.3 - Wednesday October 13, 2021, Forge-masters' services were required for identifying, reforging, and imbuing Legendary Items (old). Their duties have changed somewhat with the new Legendary Item system.

A Forge-master can identify and re-forge Legendary Items (old). When a character finds, barters or crafts a Legendary item, it cannot be wielded initially. The character must first travel to a Forge-master and have the item identified. During that process anywhere from two to four legacies will be revealed on the item. For every ten levels the character must re-forge the Legendary item by bringing it to a Forge-master. This process will unlock the next ten levels of advancement. Forge-masters can only unlock advancement up to the item’s max level. After that there is one last re-forge at the item’s max level, though it will not unlock additional advancement. While re-forging a Legendary item there are two other actions to choose from:
Choosing to refund legend points, the rank of all legacies will be set back to one, and all legend points will be refunded. This includes any legacy items that have been upgraded as part of re-forging, so be sure to check them out before heading back into the field. Forge-masters can also imbue legendary items of level 100 or higher, unlocking their power even further and allowing them to truly grow as the character level up to 150.
Forge and Relic-masterIn many areas of Middle-earth, especially in West Rohan, the duties of the Forge-master and Relic-master were combined into one individual nameless NPC. With Update 33.1 - Wednesday July 20, 2022, Relic-masters were removed and any combined Forge- and Relic-masters were converted to exclusively Forge-masters.
