The entrance is in Thorin's Gate, outside of Thorin's Hall and to the left of the main entrance (assuming you are approaching Thorin's Hall from the south). It is here that the Hard Tack of Thorin's Hall Craft Event takes place.

As indicated by its name, Ukhbab-gairu is a system of mine tunnels and chambers that ultimately support a grand collection of forges.
