The Empire of Ordakh is the great southern empire who brought the Church of He-Who-Sees-All to Umbar. It is implies to lie somewhere to the south of the Cape of Umbar, according to the descriptions given by the people there.
The Church of He-Who-Sees-All was defeated upon the fall of Sauron, and ousted from Umbar, but the Empire of Ordakh still exists and will likely be opposed to everyone from outside their own holdings.
