At least 1 of the weapon racks can, without Delving, be destroyed without aggro'ing any nearby orcs. The Utûgi Devastator spawns at [32.5S, 61.0W] Ensure you clear the area around the Utûgi Devastator's spawn point before destroying the final weapons rack, as this will simplify the concluding battle.
