The White Tree stands in the center of the Citadel

The Citadel of Minas Tirith, also known as the Stewards' Tier and the Kings' Tier, is the Seventh Tier of the White City Minas Tirith in Old Anórien. [65.5S, 18.9W]

There has been no King in Gondor for many hundreds of years, so this is where the Ruling Stewards of Gondor have their seat of power. Two of the lesser pass-words to enter through the gate to the citadel are the Council and Light of Hope.
