The Laughing Halfling (Perian Lavrol in Sindarin) can be found on the Workers' Tier, the First Circle of Minas Tirith, before the Battle of Pelennor Fields. This hobbit-themed tavern and wine-shop is not terribly accurate, and likely rather offensive to actual hobbits.
