I do not find that to be the case, perhaps for Gundabad but not for the lower levels. I bought three at AH, I don't recall which three specifically, but Master level was the lowest, the Beryl Belt Buckle being usable at level 50. Where to acquire the recipes for crafting Brawler Belt Buckles depends on the tier; some are automatically bestowed upon reaching that crafting tier, some can be bought from NPC vendor, and some are randomly found inside scroll cases from mob drops. The easiest place to start would be to look at Jeweller Recipe Index, go into whichever tier(s) you're interested in, and find a link and info to each specific recipe and how that one is acquired. That is somewhat helpful. It is good to know that some of the recipes are drop only (annoying as that may be). But where that index indicates the recipe is available from a vendor, which vendor is that? I would normally look to a crafting vendor, but I am not finding them there. I really appreciate the legwork.  :-) So it looks like the lowest level one (and ONLY that one) can be purchased from the jeweler vendors. I was missing that because I was filtering on Jeweler Tier 1 and the lowest level buckle is Tier 2. And the (current) top tier one is auto-bestowed, and the rest are drops it looks like. Perhaps, but then this page would need to be maintained with details. Every information should already be available from Jeweller#Recipes (ofc info should be added where it's now missing).
