The frightened goats can be found to the south-east of the Steaping Cave [31.8S, 65.9W] There is a bug which causes at least one of the goats to stay with you even after the quest concludes until you log out.

Quest Text

Bestowal dialogue 'What we need most of all is milk for the child, or if worse comes to worst, meat for the spit. I tended a goat herd for Byre Tor, and I'm sure some are still alive. 'Go out and catch some of the goats, and bring them back. They're good creatures, and they'll follow ye.' Background Edhild believes the goat-herd of Byre Tor can still be found nearby. Objective 1 Catch frightened goats (0/3) Tame goats from the herd can be found in the northern High Knolls near the refugees' cave. You should catch some of the frightened goats from the Byre Tor herd and lead them back to the cave. NOTE: The goats will find their way if you become separated. Caught a frightened goat (3/3) Objective 2 Lead the goats to the cave (they will find their way if you become separated) The refugees are in the cave on the peak north of Byre Tor in the High Knolls. You should lead the goats you caught to the refugees' cave. The goats have arrived safely Objective 3 Talk to Edhild Edhild is in the refugees' cave in the northern High Knolls. You should speak with Edhild. Edhild: Edhild gives the goats a fond smile. 'Poor Frightened dears! We'll do our best not to eat ye, little goats. We can keep each other alive, eh?'
