Description

The Citadel of Winds is the westernmost of the the city quarters of Umbar Baharbêl. It is the location of the grand palace, and is the most secure area of the city. Access is only granted to guards, water-bearers and to the Kindred of the Coins and their distinguished guests. It is the residence of Azagath Sea-shadow, de facto leader of the Kindred, who also represents the Citadel on the council.
