Osian Beddow is a man of Herne, in Cardolan, and close to the mayor, Cadwallon Nevit. Osian is far less close with Rhiangar, the mayor's daughter, who suspects his ambitions for the position of mayor- and that he was responsible for Cadwallon's injury years ago.

Osian is first met inside Cadwallon's home, but later moves to the Crossway House inn.
