Cadwallon Nevit is the mayor of Herne, in central Cardolan. Rhiangar is his daughter. He was badly injured several years ago, and now uses a variety of mobility aids, including a wheelchair. He's first met outside the ruins of Tharbad, but returns to his home in Herne and visits the Crossway House inn.
