Lord of the Rings Online's third expansion was released on September 27, 2011. Named "Rise of Isengard", this expansion introduced the player to the rising power of the wizard Saruman. The expansion was originally sold as a web based download.
On April 13, 2022, the expansion was removed from the Store in anticipation of Update 33, which will make its contents available for free to every player.

Content
- Level cap raised from 65 to 75
- Skirmish trait maximum upped from 25 to 35
- New class skills
- Cap removal for offence ratings and primary stats
- Introduction of Finesse: a stat that reduces the Resistance of monsters as well as their Block/Parry/Evade ratings
- Stat consolidation:
- Resistance rating stat replaced the various resistance ratings to specific types: Fear, Disease, Poison and Wound
- Tactical mitigation stat replaced the various mitigation types used for the tactical skills: Fire, Lightning, Frost, Acid and Shadow
- Critical hit rating replaced the separate Melee, Ranged and Tactical Critical Hit ratings previously appearing on items. Critical Hit rating now enabled all attacks to have an increased chance to critical hit
- Primary stat contributions per class were changed
- New crafting tier: tier 7
- New regions: Dunland, Gap of Rohan, Nan Curunír
- First use of dynamic layering
- Monster Play open to free-to-play players
- New instances: originally just the 12-man lair raid Draigoch; later The Tower of Orthanc 12-man raid was added
Production and sales
June 7, 2011, Turbine officially announced the development of Rise of Isengard. Pre-ordering was opened the same day.
At the time, three expansion versions were available: a base edition for $29.99, a heroic edition for $39.99 and a legendary edition for $49.99. In addition to the expansion, players who pre-ordered gained some extra perks. The following table shows the content and pricing of each edition.[1][2]
