This quest is started when entering the instance. Rhavameldir is found within Barad Harn, at the end of the instance Fornost: Wraith of Earth. Having this quest and killing Rhavameldir completes the deed Fornost -- The Gate to Fire which is a prerequisite for the Fornost: Wraith of Fire instance.
