This quest is only available on the Legendary Servers and is only available at level 50 or higher. This quest is a "wrapper quest" that requires completion of multiple other quests or instances. It resets weekly at Sunday at 3:00 a.m. server time and must be completed before the reset or progress is lost. All of the quest and instance objectives are group content (raids, fellowship, and small fellowship instances), although some are soloable with proper gear and experience. This quest is auto-bestowed upon completion of the quest Legendary Angmar: Defeating the Shadow. Level-scaling instances must be run at level 50 to count towards objectives for this quest. Several of the quest/instance objectives have prerequisites that must be completed before obtaining the quest that advances this wrapper quest.
