Mayor of Herne is the civic title borne by the chief leader of the town of Herne in the region of Cardolan. As the principal authority within the settlement, the mayor is responsible for overseeing the daily governance of the town, maintaining order among its inhabitants, and representing the interests of the townsfolk who dwell along the crossroads of Ruddymore.

Herne lies southwest of Caranost, where several ancient roads meet, and from its earliest days the town developed as a trading settlement founded by folk who had come south from Bree. Because of its position at the meeting of these roads, Herne became a place of commerce and gathering for travellers, merchants, and farmers from the surrounding lands. The mayor therefore holds an important role in guiding the affairs of the settlement, balancing the needs of trade with the safety and welfare of its people.

Unlike hereditary titles held by ancient houses, the mayoralty of Herne is a civic office held by one of the town's respected inhabitants. The mayor presides over the affairs of the town from the mayor's office in the upper streets of Herne and works closely with local craftsmen, traders, and householders who form the community of the settlement. The mayor's duties include overseeing disputes, maintaining the roads and marketplaces, and organizing the defence of the town during times of danger.

Though Herne has never grown to rival the size or prosperity of Bree, it possesses many of the institutions expected of a thriving settlement. Among these are the Crossway House, the town's inn and gathering place, and the Hall of Crafts, where artisans and tradesmen practise their skills. The mayor's authority extends over these civic places as well as the markets and streets where merchants conduct their business.

In the current time at the end of the Third Age, the office is held by Cadwallon Nevit, a man of Cardolan who remains devoted to the recovery of the old lands of his people. In earlier years he was injured and thereafter relies upon mobility aids, conducting much of his work from his home and office within the town. Despite these difficulties he continues to concern himself with the fate of the surrounding region, particularly the ruined city of Tharbad, whose restoration he hopes might one day herald the renewal of Cardolan.

During this time Herne and the surrounding lands grow increasingly troubled by the passing of dark powers through the region. The appearance of the Black Riders spreads fear among the townsfolk, and evil creatures stir in the ruins and marshes nearby. In these uncertain days the mayor remains one of the central figures holding the community together, relying upon the support of his household and the people of the town to preserve the fragile stability of the settlement.

Though modest in scale, the office of mayor remains an important symbol of civic life in Herne, representing the continuing efforts of its people to maintain order and prosperity in a land long shadowed by the decline of the ancient realm of Cardolan.
