This item has a chance to drop in the instance The Quays of the Harlond. Tier 1 has a small chance to drop while tier 2 has a higher chance to drop.

This item can also be bartered for at the Quartermaster (Pelennor Battle Rewards Vendor) in Minas Tirith, who will exchange a Pelennor instance shoulders or legs from any class plus Morgul Crests for a Waterlogged Box, which when opened will grant this item.

Additional Information
