Concession and Rebuttal to the Rune-keeper with 5 stacks. The following skills consume 1 stack of this effect to become empowered:
Sustaining Bolt -- restores additional Morale and Power
Writ of Lightning -- applies Weakening Writ and 
Writ of Lightning at max tier
Epic Conclusion -- applies Epic Conclusion - Wounding Memory bleed effect
Shocking Words -- affects 5 targets, becoming AoE, and applies

Tactical Information
This is a good skill to start a fight with, as it does not expire in combat. You immediately apply the tier 3 debuff of Writ of Lightning and your next Epic Conclusion applies a strong bleed. You can also use it on Shocking Words in AoE situations.
