It seems that the landmark is listed for the Old Forest, but the NPCs are all listed for Northern Barrow-downs. All quests from their camp relates to the barrows. Hence this landmark will be listed for both areas but quests only for the barrows. More of these on-the-border things makes life interesting ;)
