Head back to Hobbiton and speak to 7 different hobbits (2 can be found inside the tavern). Head toward the party tree where you'll speak with Opal Goodbody near the ovens. Then speak to Gaffer Gamgee up at the Hill. He should be your last person. Now you can go talk to Lobelia Sackville-Baggins at Bag End and serve her the petition.

Bestowal dialogue 'Ah, here it is! The Book of Festival-law clearly states that a festival-planner can be changed with a petition signed by no fewer than ten persons who reside in the town of the feast in question. 'Here, take this official petition. If you can find ten residents of Hobbiton to sign it, then the post of Hobbiton Yule-planner can be changed!' Background The Book of Festival-law holds precedent for removing Lobelia Sackville-Bagins from her 'post,' but it will not be easy. Objective 1 Talk to the inhabitants of Hobbiton Hobbiton lies far to the east of Michel Delving. Will Whitfoot has given you an official petition and has sent you to Hobbiton to find ten inhabitants to sign your petition. Daddy Twofoot: 'I'll sign your petition, you can be sure!' Opal Goodbody: 'I'll sign your petition!' Postman Grubb: 'You were able to find a way to get Lobelia out of her office? Give that paper here!' Holly Hornblower: 'What's that now? Why of course I'll sign your petition!' Shirriff Robin Smallburrow: 'A petition for a new Yule-planner? Of course, I'll sign it!' Hereward Loamsdown: 'You were able to find a way to get Lobelia out of her post? Give that paper here!' Bogo Chubb: 'What's that now? Why of course I'll sign!'
