General Information
This effect is applied by the toggle skill 
Take to Heart together with Take to Heart. Several of your skills and debuffs are more effective against marked enemies:
- Attacks against your marked target have a 10% chance to restore 5% of your max morale
- The set bonus Flash of Light causes Light damage to nearby enemies.
- Mark of Permanence makes debuffs permanent in duration.
- Incapacitation increases the potency of your debuffs.
Cataclysmic Shout's effects are stronger on marked targets.
