This item could be bartered from the Curiosities Vendor up to Update 33.0.4. If it was obtained before Update 28.3 it was unbound and tradable. The tome can no longer be obtained from this vendor as of Update 33.0.5.
Usage
This item doubles reputation gain. Upon use, the Reputation Acceleration bar at the bottom of the reputation panel will fill with 1,000 reputation, then subsequent reputation gained will be matched 1-for-1 with reputation from this bonus "pool," leading to a total of 2,000 reputation gained when the "pool" is exhausted.
Note that the tool tip description can be misleading. This item doubles the amount of reputation earned, until 1,000 reputation has been gained (for a total reputation gain of 2,000). It does not add 1,000 to each instance of earning reputation, as might be inferred.
Also note that the reputation value from the source is applied first and completely before drawing from the bonus reputation pool. Further, reputation rewards for factions already at maximum standing do not draw from the pool. Thus, if a single reputation reward (from a quest completion, use of an item, etc.) would bring the player to maximum standing, bonus reputation will not be applied.
