Curuiel is the Mistress of Apprentices of Caras Galadhon. She is found on the lower floor of the Crafting Hall on the flet Telain Galadhrim inside the city Caras Galadhon in Lothlórien.

A Master or Mistress of Apprentices allows a player to learn professions or to change them. Almost all major cities have a Master or Mistress of Apprentices.
