It would seem Narchraw has indeed escaped Barad-dûr and perhaps escaped from Dor Amarth as well. At a dead end, you decide to examine your surroundings again in the hope that more information about Narchraw's destination surfaces.

Barad-dûr is located in eastern Dor Amarth.

You should examine the chamber of Narchraw again.

You notice on your way into the chamber you forgot to inspect the chamber door.
While you inspect the door, you hear footsteps coming around the corner.
Glúrugoth, the Hole-warden says: 'Who goes there?!'
Glúrugoth: 'Where is Narchraw?
'Speak your purpose or die!
'Very well then!'
Glúrugoth, the Hole-warden says: 'Die, scum!'
Your mighty blow defeated Glúrugoth, the Hole-warden.
You should escape while Glúrugoth is incapacitated

Lômazar can be found at the Ruins of Díngarth.

You should speak with Lômazar.

Lômazar: 'Narchraw has escaped then? This outcome may be the most favourable to all. It is very likely that Narchraw will return to his realm in Nan Ogol, the fell-vale in the far western reaches of Mordor. He may try to retake his former throne.'
