New meta deed

Please use : Create new deed - (from Help page) to create the deed: Skirmisher of Middle-earth
I've re-named the existing page to ~~Skirmisher of Middle-Earth-old~~ as you can't crate "new" for an existing name. It can be deleted after you have created the new one.

Insert the Article Management Tag -- {{Delete Page}} -- on the page when you are done.
