Urkflagít (Black Speech for Damned-idiot) can be found during an encounter in the skirmish Stand at Amon Sûl, in the Lone-lands. The following encounter text will pop up if he is there:

Encounter: Snoring echoes from the North-west corner of Weathertop.

Encounter Update: Perhaps a little fire would awake the sleeping wood troll.

Encounter Update: Urkflagít awakes and roars in pain as he is engulfed in flames.

After some while Urkflagít will show up in NW corner, bringing a torche to him will active him.

Note that his level and power/health depends on the level and tier of the skirmish you are doing.
