Overview

Tactical Damage Rating is a stat which is used as bases for tactical skill attack damage. Tactical Damage Rating belongs to the Tactical (Damage) implementation. See Direct Skill Damage Calculation.
TDR automatically grows by character level on lower levels, until it's expected that you have acquired a legendary item. From that point this hidden progression stops advancing. You'll need to reforge your legendary item with the TDR stat while you level up, to progress your total TDR further.

The stat is shown on legendary items as +xxx.xxx Tactical Damage Rating, where the number is rounded to 3 decimals precision. The + sign means that it is a stat modification: the mod value is added to your total TDR value, which already contains the part which is assigned by character level.
Tactical Damage Rating on the legendary item obviously is a progression by item level. Both progression and item level are settings in the item.

Minimum/Maximum Damage

These are the limits, between which a normal attack's base damage number is rolled by chance.
The Maximum Damage is very important here, because it's always used in the damage calculation when you score a Critical Hit.

These numbers are shown for Physical/Weapon Damage, but not for Tactical Damage.
Minimum/Maximum numbers for Tactical are derived from TDR by a Variance percentage, which is in this case a setting in the game's calculation parameters. This variance is currently set to 0.3(30%). Basically this works like Minimum = (1-Variance) * Maximum, where Maximum is equal to the TDR stat.

Base Progression

Progression detail up to cLvl75.

The overall base progression is the Standard Progression Damage, which is split into an automatic by character level component and an item level stat component. Reforging legendary items delivers some kind of twist in that they are points of catch-up to this base progression.

The automatic TDR progression by character level on lower levels is equal to the Base Progression. At character level 50, the progression is capped. On higher levels it just stays on the cLvl50 value which is: 20

Item Base Points Scheme

The Item Base Progression is by character level, so this is converted by a points scheme into an item level progression:

Item Stat Progression by iLvl

The legendary item stat by iLvl contains a Transition range to bridge the Automatic Progression by cLvl, which is capped at cLvl50, to the new situation with the legendary item stat. After this range, it proceeds with the Item Base Progression until maximum supported iLvl, where the value is capped.
This stat is completely pre-calculated in client data, where item level is the index.

Automatic Progression by cLvl (non-tactical damage classes)

The progression by cLvl for non-tactical damage classes (others, outside Lore-master, Minstrel, Rune-keeper) is different and more basic. They probably don't use TDR in any situation. The automatic progression by character level on lower levels is equal to.. character level. At character level 50, the progression is capped. On higher levels it just stays on the cLvl50 value which is: 50

Stat Calculation

Firstly, in principle, internal calculation results in the game client are not being rounded, because it would take processor time. This in contrast with (pre-calculated) numbers in client data, which are not restricted by this. Also, the game calculates with 32bit floating point numbers.

The number for TDR in the legendary item's tool tip shows only rounded for display. A value of 0.0002 is first added to the internal value, before it's rounded and shown. This is a normal procedure in the game.

The 2 components, Automatic Progression by cLvl and Item Stat Progression by iLvl, need to be added together for a total TDR value.
