Step Back applies this effect to the Mariner.
When used after 
Blade Shield, this effect grants -15% Incoming Damage. The trait 
Shrug Aside Blows makes this effect grant -10% Incoming Damage. These effects can stack.
The tracery Defensive Swordplay Buff Durations increases the duration of this effect by up to 3.3 seconds.
