Melancholy people can be found in and near the market square in northern Edoras.
You should search the town for melancholy people and find out what is bothering them.

The town Minstrel seems to be sharing sad lines of poetry and song with the townsfolk, making them inconsolable. He can likely be found at the tavern of Edoras.
You should speak with the Minstrel of Edoras.
