Description
Meren is a soldier of Dol Amroth, heading up the defense of the Library of Saphadzîr within the quest Retaking Dol Amroth. He does not appear outside of the quest instance.
You need Acquaintance standing with the Library faction before you can do the Training Exercise quests for Meren.
