Beornings receive this item as an attachment sent by mail upon reaching level 15. The recipient is instructed to go to Adso's Camp to meet some traveller. At Adso's camp it turns out a Hobbit, Clothar Sandheaver, is waiting. He will give the quest The Speech of Animals.
