Gladir is a soldier of Dol Amroth, heading up the defense of the Warehouses of the city within the quest Retaking Dol Amroth. They do not appear outside of the quest instance.

You need Acquaintance standing with the Warehouse faction before you can do the Training Exercise quests for Gladir.
