Harsh Debate are combined into this effect while both are present on the Rune-keeper. Further ranks improve the potency of the bonus 
Epic Conclusion damage by up to 40%.
Using Epic Conclusion consumes this effect to deal additional damage. When this occurs, Aftershock is applied to the Rune-keeper, replacing this effect, and the active cooldown of Epic Conclusion is reduced by 15 seconds.
