Location

Bashkuga can be found in the Halls of Crafting instance within the Flaming Deeps in Moria. He is the second boss of this instance and is found in a room with rosters on the ground.

Tactics

Bashkuga doesn't have any adds, but he has another trick you have to watch out for. At some moments, small flames will appear in one or two of the rosters on the ground. If you are on these rosters you will have to move to another immediately and cure your wounds. Small flames will soon transform into big flames and do so much damage to the people standing on that roster, it likely results in instant death. Bashkuga himself is immune to the flames. The rest is just a matter of DPS-ing the boss down.
