If Orchalwë is with you, he will offer this quest when you reach the cliff directly north of Echad Garthadir (this is a quiet area with no enemies). [18.1S, 71.0W] Stand on the cliff (you'll receive an on-screen banner when you're in the right place) and use the /look emote, then talk to Orchalwë to complete the quest.

I would spend hours letting my mind wander as I gazed over the small, rippling waves. 'I have not felt peace and contentment like that in a long time. Objective 1 Find a place to look over Lake Evendim Look to the horizon Orchalwë spoke of spending time by the shore looking to the far horizon. Though all before you looks grim, hope shines in the distance Objective 2 Talk to Orchalwë Orchalwë will want to hear what you thought while looking to the horizon. Orchalwë: 'Did you see it too? The small light on the horizon amid the darkness of the clouds? There is hope yet for us all. We will withstand this storm.'
