Description
After completing the quest Volume IV, Book 4, Chapter 8: What the Steward Saw, the besieged version of Minas Tirith becomes accessible. To switch between the two versions of the city, click on the Model of Minas Tirith inside the Dome of the Sun, on the Masters' Tier.
The besieged version of Minas Tirith does not have any vendors or services, only quest related NPCs.
