The Army of the Dead were comprised of the shades of the Men of the White Mountains who swore an oath of allegiance to Isildur at the end of the Second Age. Breaking it, they were cursed to walk the Paths of the Dead until they could redeem themselves.
More than three thousand years later they obeyed Isildur's descendant Aragorn's command as he summoned them to aid in freeing Pelargir from the Corsairs. Once Pelargir was freed, Aragorn held their oath as fulfilled, commanded them to never again trouble the valleys, to depart and to be at rest.
