The Isengard Orc-city
The Isengard Orc-city are Orcs that work in or around Isengard, but are not worthy or truly in the White Hand. They live in Isengard, and they are mainly labor forces, but a good few of them have been sent on raiding parties to Enedwaith, to gather resources or to secure footings and prepare the for the main White Hand force.
