First, the tables are used on the individual Class-Specific Legendary Item Indexes. Each class has its own list of available legacies. They're both linked and used as an inclusion. (Only the specific bonus info is used as an inclusion, not the cost info). So, since we're looking at Minstrels specifically, the page Minstrel Legendary Legacies is the place to look. It lists the legacies out by whether they're the main-hand weapon or the class item (book), then whether they're a major or minor legacy.
(Also, yes, the Call of the Second Age page should have had +'s preceding the numbers - my bad, I recently updated the page for Update 5 and forgot the +'s).
(Also, Category:Minstrel Main Hand Minor Legacies is in Category:Minstrel Main Hand Legacies, which is in Category:Minstrel Legacies, which is in Category:Legacies, which is in Category:Legendary Items which is in Category:Items and Category:Legendary System, the latter of which is in Category:Gameplay which is in (along with Items) Category:Lord of the Rings Online. Phew! As far as I can tell, none of the legacy categories are bastards?).
And yes, I'm slowly working on updating/putting more info on the page Legendary Items, but it's actually tougher than I thought it would be - LI's are really complex and confusing! :) I intend to update to explain legacies a bit more, but currently we do have Legendary Item#Legacies - it does have the basics!
As for no-one knowing about Tiers and Ranks... I'm 100% sure that's not true! My kin talks about it a lot - what legacies are best, which ones are most useful to use a Scroll of Empowerment on, etc.. And I bet every class section on the main forum has at least five posts asking what legacies are best for that class. The point of having this info on the wiki (besides the fact that it's info in-game, and we seem to be doing our best to add everything we can!) is so people can look up specific numbers that may be useful.
And it'd probably be a great idea to link the skill pages to the legacy page if a legacy affects a skill! More info is always a good thing. :) The big thing, in my mind, is to make sure it mentions that it's something for level 51+, though. We don't want a lowbie coming to look for info about the skill and being confused and trying to get a LI at level 25!
