That's because the "Trouble Makers" (there is one in two different locations) are part of the Epic Quest line - when you go "around the world" to collect the Grey Company. (Vol III Book 1, Oath of the Rangers, Chapter 4, Halros, Ranger of the Shire.) And, sigh, I wish I had looked at that Quest earlier -- I just ran it over the weekend! and did not realize it was missing a lot of information on the Wiki.)
I don't think it is on this Wiki (I haven't looked) but there is a description of the different versions of "Elites" etc. We have Difficulty indicators (I think it may be in the original Turbine Manual) -- They not only have a significantly higher Morale level than their related Mobs of the same level, but they hit-harder and are harder to hit. Usually they were simply the "Boss" mob of whatever group.
Historically, this difference in combat abilities was significant, however, I have noticed in several of the recent "make-overs" Turbine as significantly reduced those level and ability differences. Just last night I encountered a "Flake-Dropper" in the Water works who was a real wimp at only 2100 Morale!

The level 55s in the Weather Hills were added as a set of "Dailies" when Legendary Items came out... they appeared along with the Level 55 (to get the Quests) Dailies in Esteldin. And, I believe that they were actually lvl 57 or 58 when first introduced. They were a good way to get both IXP and EXP. Turbine later revised the IXP system (Heritige runes) and simply left the mobs around. ... kind of like the Rift. It was End-game when the Level cap was 50, but hardly anybody goes there anymore.

The main reason that folks go hunting for various "Rares" is as I mentioned earlier -- looking for Shards or Flakes as critical crafting components for top-of-the-line gear. There are several lists on the web of them. "Shard Droppers" is one search term that used to work.
Looking again at Difficulty Indicators I note that it has not been updated for some time. Limlight Gorge in The Great River region contains only Lvl 75, 75 or 140K Nemesis and Arch Nemesis mobs. -- Trees, Trolls and Spiders have some of each type.
