The Red Arrow was used as a token to relay the message requesting the aid of the Rohirrim. It was sent with the soldiers Hirgon and Andothol, and was successfully delivered to King Théoden of Rohan.
The Red Arrow's bearers were killed in Talath Anor upon their return, and thus their message of hope never reached Gondor. This directly contributed to the despair of Denethor on his last days.
