Available at level 20?

I'm sure my twinks were able to equip cosmetic equipment at least at lvl 18, most probably already at a still lower level. But i don't know the correct level, and i don't know about any differences between VIP and free accounts. As best I can tell so far, there does not appear to be any restriction on Cosmetic outfits any more. I created a new F2P toon and up through level 5, it appears that all of the cosmetic options are available, although I haven't tried to use them as I don't have a thing to wear! :) -- including purchases from the in-game store. That is to say, none of the in-game store cosmetic items that I looked at have any kind of level restriction in their descriptions.

And I just noticed -- there are working Mannequin's in Ferin's Court at level 5!

Ah ha!! What I was looking for. The "Outfits" tool-tip pops-up when you hit level 6.
