Description
The Shirriffs are akin to the police officers of the Shire. They are guardians of the Hobbits and are the 'officials' where the Bounders are more of a civil militia force.
The Shirriffs kept the peace within the Shire, while the Bounders mainly patrolled the borders, or bounds, of the Shire.
