Bestowal Location?

Is there a specific region where this quest will be bestowed? Looking at the deed it doesn't look like that but perhaps there is some region with a high, let's say 90%, probability? Or can it be anywhere in the related regions? If so, which regions are the most likely? Can those be set to the startinglocation parameter? This quest was a little weird to categorize. It appears in the "Mordor" section of the quest log, but it is immediately offered upon completing all of the reputation deeds in the Wastes. So I would say the Wastes for a probable bestowal location, despite how the quest is categorized. Velkeirien (talk) 22:23, 20 May 2022 (UTC)
